H1 B transfer, can it applied with any service center, regardless of work location

Hi team,

Quick question regarding H1B transfer. My new work location is suppose to be Dallas, TX(client location) and secondary location(company main office) is MN. My new employer has applied for H1B transfer with California Service Center, WAC. And I have also received the receipt number. I was under the impression that, if it is TX, visa transfer/extension should be applied with Vermont center.

Does this really matter and cause any problem with the VISA approval?
