My current H1B visa going to expire in June 2018 and going to apply for extension.
My wife passport going to expire on Nov 2018. Whether my wife's passport has to be renewed before my visa extension applied?

I would suggest yes. If its an Indian passport you can renew your spouse's passport as early as Nov 2017.
