am I considered "not subject to cap"

Here is my timeline

I got my H1B on Aug 2014, and I left the company on Feb 2016. I switched to H4 afterward, I am currently still under H4. I stayed in the US for the whole time, and my H1B sponsor was not a cap exampt company.

I heard there is a 6 year rule which means I will be considered not subject to cap till 2020 (6 years after aug 2014), is that true?
