Urgent: Forgot to Apply H4 Before October 1st

Hello,

I am on F2 and applied for F1 and H1, and both are still in process.

my wife H1B got approved, is my F2 out of status from October 1st though I-94 is valid till 2019 Jan?

Should i wait for F1 and H1 decision staying in the USA ?
can I apply for H4 in the USA now or do I need to go back to India and get H4 Approved?

Yes you are out of status.

Since you have a pending change of status application, you can stay in the US regardless of whether you have status.
