H1B RFE- Software Developer with Electrical Engineering Degree Comp Science Required

I have bachelors degree in Electrical Engineering. Have all my 15+ career after degree in software development. Applied for H1B this year. Have RFE to justify degree in Electrical/Electronics Engineering as good for Specialty Occupation as Software Developer Position. How the RFE may be responded. Please help.
