H4 stamping - if different H1B is pending for Administrative verification(221g)

Hi All,
My wife's H1B petition is pending since 6-7 months for Administrative verification(221g).

As it is taking time, i want to apply for H4 and bring them to USA, can i apply for that?
OR the first petition needs to be completed before submitting for H4?

Note: they never visited USA before.

Yes you can file for H4 for them, One of my friend had a same situation recently went for H4 stamping while his H1 is under 221g, but he got 221g for H4 also and after 20days his H4 got stamped.
