Premium Processing for H1B Transfer post April 02,2018

Hello ,

I believe that for the H-1B season starting April-02-2018,USCIS is planning to put the premium processing on hold(for sometime).Would anyone know if that impacts the H-1B transfer cases as well.

If I am not wrong, last year Trump administration kept premium processing for all H1Bs on hold. I guess they will follow same this time.
