Expired unstamped H1B OOC eligibility

Hi

I had H1B in 2004 which I have used till 2013. After cooling period new H1B was applied for me by my employer. My Second H1 had valid petition from 2014 till 2016. I could not make travel during this time and visa for my second H1B was not stamped.
Now that I have expired unstamped H1B, is it eligible for OOC extension?
