H1B Petition Expired Without Stampping

Hi,
My H1B petition expired on 30 September 2016 without stamping.
This petition was filed by employer A.
Now I am not working with employer A anymore.

Can I still file the extension of the this expired petition?
If YES:
1) Can I do it by myself or it has to be done by new employer?
2) Will I get CAP benefit?

You can find a new employer and initiate transfer.It will work.
