Old H1B petition is revoked , i am in india . am i elgible for transfer

My History
I am 13 years of IT Mainframe experience .
H1B Visa approved in 2012 , worked at US from 2012 -2015 . returned back to india .
USCIS status of my old petition says its revoked .

Since more 3 years is left in my H1B CAP exempt out of 6 years ,

Question1)Am i eligible to find new employer and get new H1B Petition and Visa .
Question2)I am applying for jobs from india , but not getting much interview ..not sure how to proceed ..any tips would be helpful
question3) is there any specific website or portal where i can find sponsors for people like me stuck in india with valid unused h1b cap excempt ?
question4)can you suggestion any good employers who can sponsor h1b
