H1B cap exempt premium processing question

I am not sure if previous message got posted. So i am posting it again. I apologize for duplicate post.

My Wife had applied for H1B in 2014 and it got approved. However, she never went for the Visa. I wanted to know the following:

1. Is still cap exempt for this year and/or till next year.
2. Can she apply this time under premium processing as she is cap exempt (i know that premium processing for regular H1b has been suspended till Feb 2019)
3. However, she will have to change the original petition to a different client and location, what would be the procedure for the same.

Your wife needs to file H1B- Cap exempt. Although her previous petition got approved, it was voided automatically since she did not attend visa interview, with this saying, she will be counted as new H1B not transfer.
