    H1B issued in Nov 2008 and stayed in USA for 1.5 years

    HI, I had a H1B issued in Nov 2008. I traveled twice and stayed for almost 1.5 years in USA. Finally returned in Jun 2011. Now, I am planning to go for it again. Do i need to apply fresh or i will be considered cap exempt.
