Appointment for H4 on any centers

Hi Guys

Need your advice on this...

My wife on H4 traveling to Tamil Nadu, India. Is that possible she can book appointment in any of the 4 centers?

I can see the following in the website:
Indian citizens resident in the USA on work permit and applying for a new visa to replace an expiring visa can request an appointment at any of the four visa sections.

This is saying about person who is on workpermit can goto any 4 centers...but how about H4?

Please let me know.
