---- ECNR stands for Emigration check not required. This stamp is provided by the Regional Passport Office (presuming you are an Indian Citizen). This is required for you to travel out of the country ensuring that there are no restrictions on your travelling by means of having sufficient educational qualifications, under no obligation to the government for whatever reason etc.

The US Consulate will not have any say in this matter and at the H1 interview you will not be questioned. But it is in your interest to get that stamp to clear yourself form emigrating from a country like India
