Contact Number for INS

I am trying to contact INS but it is just going to recorded messages. I want to talk to a person in INS to ask a question regarding stamping.
Can some pls give me the correct number.

They have specific time to reply for such calls..so do call them at the mentioned time slots..!

He is trying to contact USCIS (formerly INS). He is NOT trying to contact VFS.
