H1B Transfer and Stamping In Canada

Hey to all,

Is there anyone who has recently transfered his H1 Visa and got stamped in Canada.
Recenlty US Consulates and implemented new Rules that says that if the Visa is rejected in Canada they wont be allowed to enter US even if he has a valid I 94.
Can anyone share there expierence over here.

A buddy of mine went through a similar experience 2 months back. They kept his case on hold for 3 weeks in Canada and then finally he flew to India to get it stamped.
