H1 stamping - Canada or Mexico?

I am on H4 right now. My H1 has been approved without I-94. I need to go reenter the country with H1 stamped to start working (since it's not a change of status)

Obviously I don't have any paystubs to carry with me. I will make sure I have the educational evaluation, client letter, offer letter, company brochures, perhaps even company's tax returns,

It's a tossup between some consulate in Canada or Mexico. I'm inclined towards Matamoros for stamping. Any suggestions/tips/recommendations would be greatly appreciated.
