H1B transfer legal issue

I transferred my H1B to a different employer. But working at same client.
My previous employer had sent lawyer notice stating that I should not work at the same client shown by him with different employer. I have signed an agreement with my previous employer that I will not work at the client shown by him through differet employer/vendor. Also he hasn't released my one month pay. Is my transfer legal ?
