---- NO. The start date of Oct 1st is fixed for all new H1B's

After you receive your H1 on Oct 1st, you need to apply for a social security number which will take 3 weeks for new H1 and 2 months for H4-H1 conversion. You can start working only after receiving your social security number.

not necessarily... you can start working by the time your SSN arrives...only thing your salary will not credit till the time you a SSN.
After getting SSN the previous month salaries will also be credited.
