Can I apply for B1 when my H1b is on 221(g) ?

hi all,
I have applied for H1b last year and attended intvw on dec13th and was given a blue handout requesting some more docs
I have submitted those docs to VFS recently 26th feb..till now i havent heard from consulate.
Now my current employer in india wants me to apply for B1 for project purpose..
can i do that ?
wat will be the effect of that ???
Please help me out.....
