What happens in a case where one files for an H1B through a consultant in April...it gets approved and later by October when the Visa is stamped, one changes his/her mind about going to the US due to some urgent personal issues or better opprtunities in home country? Is there any liability on part of the individual other than the visa processing fees and does it have any implications on filing new H1B in subsequent years?

---- If you decide to take up the opportunity at a later date it is your negotiation terms with your employer
---- If you want to apply for a different H1 at a later date with a new employer there are no implications or complications whatsoever.
