When can I travel to India after applying for H1

My OPT is going to expire May 15th. My present employer is not going to sponsor my H1 and I am going to seek the help of a consultant. When is the earliest that I can leave the country and goto India? Am planning to get the visa stamped at the chennai consulate. So do I need to wait for the visa approval before I leave the country? And is it advisable to goto India ??
