VISA Stamping at US consulate mumbai

Hi Friends,

I have one very basic question about visa stamping. One of my friend got H1 approval for this year, and got Notice of action with approval period starting from 01 october 2007. He would like to know that whether he can go to US consulate mumbai right now OR he has to wait upto october.

not before 60 days of employment start days. in this case 1 august and he cannot enter more than 10 days in advance

It is true that he will not enter in US, before 1st of OCT. What about going only for stamping, can he go for stamping to US consulate?
