221g and drop required docs without passport

Hi Seniors,

I attended interview in June and got 221g for not having client documents.
VO issued me 221g blue form requesting each and every doc from petitioner and drop all the documents along with DS156,157,I797,I129 but except passport .The VO told me drop these docs so that I will review your case once again.

Could any one you tell what might be the reason that they asked me to send
all required docs with out passort.
