educational qaulifications for L1 visa

Can sombody let me know, Am I eligible for L1 premium, if I have Diploma in Engineering (electronics) as my educational qualifications.

Iam also Special Diploam Holder, I have education histroy as 151/2 years , still I applied for H1B, one of my friend with diploma qualification got L1 and H1 , but before going for VISA interview better do Education evaluation, that will keep u away from RFE and queries.
