Visa Related problems

I have 2 doubts regarding my Visa.

1. Currently I am on L1 visa and so could i change my visa from L1 to H1B.
Is it so then what is the procedure for this. Currently i am working for some company and so can i change my job from this company to another company and same time apply H1B individually and not through some company

2. My wife is on L2 and till now she did not get a job here. So, can she apply individually for H1 visa without any company sponsoring her. If it is so, what is the procedure for that and when she needs to apply.

1. You can change to H1B. But you will be subject to H1 cap and cap for next
year is already filled.

2. No. An employer must spnsor H1.
