Son H4 stamping without parents accompany

Hi,

I am on H1B in US since 4 months and my wife is in India having her H1B stamped and coming to US in 1 or 2 weeks.

I have a Kid who is 1 year old and I am planning for H4 stamping for him, but there are no slots available in Chennai consulate immediatly. If my wife also comes to US then can my mother / sister-in-law accompany for my Son's H4 stamping?
Since there are some visa slots available in other consulates other than Chennai ( we belong to AP)? Can we book the slot at Mumbai consulate for my Son as my wife has to travel immediatly?

What is the criteria for L1 visa , Is it only for Managers or any employee of a company more then 1 year in the same co. can apply for the L1 in USA in the same co, ?
