My wife is currently on H4 studing at a local university. she is about to complete 15 of required 36 credits. we are considering whether to convert her to F1 visa so that she can apply for OPT. my questions are:
1) opt requires 3 semesters of full-time study (9 credits per term). my wife has only 21 credits to study. this fall she studied full time (9 credits) on H4. Can this be considered towards OPT?
2) she is paying in-state tuition. will we be forced to pay out-state tuition if she is on F1
3) can she continue studying while her application for H4 to F1 is pending?
