    It is possible.

But you don't need to change to F1. You can study part/full time on H4.

        Yes, they may.

Moreover, you may be eligible for in-state tuition on H4 that you may not be eligible on F1.

          additional info!

Below URL has some more additional information that might help you!

I am not sure if you will be eligible for any scholarship being on H4, this is what we learned from college International student admin center when my wife was doing her Masters from State Unvi (I might be wrong or International student center might be wrong & IMMIHELP (admin might be correct).... ) but again since we were qualified for In-State fee waiver nothing can beat that...there was close to 80% discount in her semester fees and we decided to continue studying on H4 vs., F1 (The advantage being on F1 is you will get OPT for 1 year after you are done with college) but again you will automatically treated as International student while you are studying and loose In-State fee waiver and have to pay your semester fees in full amount with no discounts just like regular International student. Again if you are on F1 and if you are lucky enough to get scholarship for each semester than its nothing like it but you know how it works if you don't get scholarship and just wanted to give you a heads-up that being on F1 you may also have to prepare yourself to pay tuition/semester fees from your pocket.

          Good luck!
