H1 Trasnfer- Urgent query

My H1 is stamped for company 'a' and now company 'b' have applied for my h1 transfer.
What I want to know is:-

1. Can I continue to work with my current employer, i..e company 'a'?
2. Do company 'a' have to file for my H1 transfer again?
3. Can company 'b' ask me for the visa transfer fee legally though I have not signed anyhwere that if I do not join them after visa transfer, I have to pay something?
4. Can company 'b' take any legal action as per US law?
