H4 Extension while not in US

My Wife has H4 VISA till March'08 , She will be coming to US in April'08.
She never been to US since she got her VISA.
My question is does she require to file I539 or she needs to apply for fresh VISA in April'08 based on my New I797?
Please help?

If her H4 visa stamp in her pp is expiring in March 08, she can not travel in April 08. She has to go to embassy for new visa stamping based on your valid H1 before her travel.
