An employee does not apply for an H1 visa, an employer does.
The job has to require a college degree. Teacher jobs usually do, as for "childcare employee", that's not a job description, so you'd have to be more specific.
The prospective employer would have to determine that, anyway. The government employment agencies have the appropriate information about that.
And, of course, the prospective employee has to have the required college degree.
