H1B for 2008 Quota

Hi ,
I am applying for 2008 quota H1 B for my wife on April 1 st 2008. She's on H4 visa now. She's in India right now taking training in courses . Is it needed that she should be in USA before April 1st 2008 as I am applying for her H1visa or else she can come 2 months late like that?Kindly let me know.
