H1B/H4 return flight expenses.

Hello,

I read on your website that employer must pay flight expenses for H1B visa worker and for his/her dependents when the position is terminated by lay-off procedure. Unfortunately, my employer refuses to pay for my husband who is on H4 visa. I am wondering if there is any legal citation referring to this issue . If yes where I can find it?
