Name Change problem

Hi,

I'm an Indian Citizen who has been working here in US on a H1B petition.
I intend to get my name changed by applying through Indian Consulate at
New York. But when applying through Indian Consulate, it stipulates that I file the original clippings of my advertisement of my name change both in Indian & US newspapers, along with a notarized affadavit.

How can I arrange for publishing an advertisement in Indian newspapers
about the name change,while I continue to be here in US?

How can I get my affadavit duly signed by a notary, while I'm in US
itself?

Can you please help me on this.
