L1 to H1B conversion

I am asking some info for better understanding:

# For conversion of L1 into H1B, does the application go through the total Cap fpr H1B for India or is it outside the cap?

# For conversion of L1 into H1B, can the application (by employer) be filed at any time or only in the month of April???
