Help regarding H1

My case after a 221(g) refusal was handed to USCIS.

USCIS had reaffirmed and approved the case and sent it to the Dept of State for visa processing.

What is Dept of State? Is it the chennai consulate in my case?

Is there a contact number where i can check the case status?
