L1B to H1B transfer

Hi,

I am currently having L1B visa and would like to know if this is transferrable to H1B. One company wants to do premier processing for this.

If it is transferrable, when can I join this company if they start the processing now? Will it be October or before that?Does it come under the H1B cap?

Yes, it comes under cap. Earliest you can file H1 would be Apr 1 and earliest you can start working is Oct 1.
