H1B Transfer Query

I have a H-1B valid till Oct.30 2003

I am in India at present and a consulting company in VA has applied for a H-1B transfer. I wanted to whether it is valid to apply for a H1-B trf. when i am outside of US

They say that they have applied on premium processing and it will take one month. will it take that much time for the premium processing.

Once H-1 transfer is in process you are not supposed to leave the country. They may send a query on your case.
