H1B Transfer Requirements

Can anyone explain me breifly for a person Already in H1B, working in US for past 2 yrs, but would like to transfer to a different company.

what documents required?

How much the new hiring company need to spend on for the cadidate?

Also anyother info the company has to give to the Attorney from their side.

Very urgent!! Help appreciated!!!!

It is just like a new H1, the only diff is that the prev H1 papers will prove the cap-exempt status of new H1.
