Change of status from H1 to H4 visa.

If application for change of status from H1 to H4 visa is applied because the applicant does not have a job. The spouse of the applicant is working on H1 visa. If INS asks for the recent paystub of the applicant; which the applicant does not have. My questions are:

1) Is it possible to withdraw the application of change of status(H1 to H4)?

2) If the answer of Q.1 is "YES"
a) What is the procedure to withdraw the application?
b) What are the documents required to withdraw the application?
