Urgent response required- H1 transfer without stamping

I was working on L2 EAD before applying for an H1b and getting it approved with COS. I am yet to get my stamping done. My questions are:-

1. Can I get my H1b transferred even when not got it stamped?

2. If yes above, is there a weakness introduced in my case when I finally go for stamping?
