Experiences at Nogales Mexico recently

My I94 is expiring(Old passport date was the one used in I94 and not the visa date which is till 2009. Have a new passport now.) in a few weeks and I need to leave the US and get back in so that I will get a new I94. I dont need to go to the embassy at all.

Was a Mexican visa required to enter Mexico?
