Information for J2 to H1B visa

Hi,

I am a software professional and I come US last month on J2 visa with 212e requirement. I am now interested in applying for H1b visa. I have applied for a waiver just recently but not received one. I would like to know if i can still apply for H1b visa. Please let me know urgently.
