H4 Visa stamping query

Iam on H4 visa. Me and my husbands visa expires by sep 08. Iam planning visit india and get my visa stampted before aug 08. my question is

1) can i get my h4 visa stamped before my existing visa expires?
2) can i get my h4 visa stampted before my husbands h1 visa gets stamped?
