h1 extension/revalidation same thing - two steps ?

hi folks,

quick question : i am unable to link the whole process of getting new three years period being in h1 status. first i need to apply for extension at INS, and then send the approval letter with others documents to St. loius for revalidation?. is this the whole process.

please reply , i am new to this visa world.
