L1 to H4

My wife is working on L1 and wants to take a break from work. I am on H1b that is not yet stamped. (Got L2 to H1b last year)
My questions:
1. Can she apply for L1 to H4 COS without going back to her home country India?
2. If she returns to India and then apply for H4, can she get it stamped even when my H1b is yet to be stamped?
