H4 to H1

Hi, my wife came to U.S on H4 visa and got H1 approved last year i.e 2008 but she has not started working yet, and need to go to India urgently so, could anyone suggest us how the stamping will be done in India? does she need to have payslips for stamping and also suggest us how the interview is going to be held and is there any chance of getting rejected .

Any information is highly appreciated.

Did you mean 2007?

If the H1 was approved with a Change of Status from H4 to H1 (I-797 comes with an attached I-94), her status changes on the H1 effective date (oct 1st). In this case, she is on H1 status and she must be working and getting paid.
