H1B transfer before travelling to the US

Hi all,
One of my friends is in this situation. He has filed an H1B through a company and now he has started to hear all negative aspects of the firm and unethical practices. If he is approved this year, he would like to transfer it to a different firm even before travelling. I know that people have done this in the past but what are the claims that are required to request for this ? How easy is the procedure?

Yes, no special procedure. Just need the copy of approval or the receipt number to prove that he has been cap counted. The new firm applies for a new H1b using that.
