Hello!

My close friend got a new position after 4 weeks of laid off. He finished around 4 yrs of H1. He applied for B2 within a week after he got laid off to maintain the status. Now, the new company is not convinced that due to the gap they can not file new or transfer of h1?

Is any official information where he can show to the company?

They have to talk to a lawyer. It is interpretation of the law and you will not find scenarios mentioned in official sites. He may not be able to work until the H1b is approved but it is definitely possible to transfer the H1b.

He may be approved as a CP or EOS. He needs to get it applied as a premium processing case.
